Business owners expected to reopen, and customers couldn't wait to get back to Carowinds. There was a small feeling that the Governor may decide to stay in Phase 2 due to the increased cases, but as a state, moving forward was a risk most business owners were willing to take. "If someone doesn't want to get COVID, they can stay home," they thought. The announcement of reopening was their last string of hope, the final hope that they could save their business.
